The thoughts of God are not our thoughts. The ways and thoughts of God are of a much higher level than ours. From the book of Psalm 119:68, David describes God as good which goes to say that the ways of God and his thoughts are nothing but God. Although in the old testament it seems that God was harsh with the children of Israel but his goodness always comes through.
