From the passage, after God had made a way for the children of Israel in the river Jordan, he asked each tribe to get a stone of remembrance. The essence of the remembrance or memorial is for them to have a constant reminder of the victory and salvation God gave to them.
God knows that we can forget and so he wants us to be constantly reminded that whatever or wherever we are it is not by our own doing. You may forget every other thing in life but God is not someone you would want to forget. Deu 6:10, 8:11.
